Edmonds Council to consider Code of Conduct, meet in committees Tuesday

The Edmonds City Council will meet on Tuesday, Dec.10, starting at 6 p.m., for an abbreviated meeting before adjourning to regularly scheduled committee meetings.

Council meeting agenda items include:

– Presentation on the Parks, Recreation, and Open Space draft plan

– Discussion and potential action for a Code of Conduct

– Discussion and potential action on resolution adopting policy regarding councilmember participation by speaker phone or other technology.

Committee meeting agendas include:

A) 2014 Hourly Wage Scale

B) Municipal Employees’ Benefit Trust Plan Restatement

C) 2013 Final Budget Amendment

D) 2013 October Budgetary Financial Report

F) Council Notification on Financial Reporting

G) Refinancing of City of Edmonds 2003 UTGO Bonds

H) Utility Tax Rate Renewal Ordinance.

I) Authorization to Contract with James G. Murphy to Sell Surplus City Vehicles

– Finance Committee: Council Chambers

A) Docket of Proposed Comprehensive Plan Amendment and proposed re-zone for Unocal lower yard.

B) Authorization for Mayor to sign professional services agreements with KPG for the 15th St. SW Walkway, 236th St. SW Walkway, and 238th St. SW Walkway projects

C) Authorization for Mayor to approve acceptance and recording of a Storm Drainage Easement Transfer and Access Easement Grant Agreement for 1142 Vista Place

D) Authorization for Mayor to approve acceptance and recording of an Asset Transfer Agreement for 645 9th Avenue North

E) Authorization for Mayor to approve acceptance and recording of a Sanitary Sewer Easement Release and Grant Agreement for 620 Sunset Ave.

F) Report on final construction costs for the 224th St. Waterline Relocation Project and acceptance of project

The City Council Meeting and committee meetings are open to the public. All meeting rooms are located in the Public Safety Complex, 250 5th Avenue North, Edmonds.

Earlier in the day — at 1 p.m. — the City Council Public Safety and Personnel Committee will meet in the Fourtner Room of City Hall, 121 5th Ave N, Edmonds

The agenda for that meeting will include the following items:
A) Renewal of an Interlocal Agreement between the City of Edmonds and the Edmonds School District for football game security

B) Supplemental Agreement (2) to the Services Agreement with Cellmark Forensics, Inc. for DNA testing

C) Human Resource Assistant job description

D) Public comments (3-minute limit per person)
