The Snohomish County Sheriff’s Office has announced the resignation of a 58-year-old Sheriff’s Office sergeant who was arrested in connection with the raids on several bikini barista stands, including the Java Juggs at 212th Street Southwest and Highway 99 in Edmonds.

Darrell L. O’Neill of Everett, a 30-year veteran, had been placed on paid administrative leave following his arrest June 25 by the Everett Police Department for conspiracy to promote prostitution and official misconduct.

Any criminal charges against O’Neill would be the result of the criminal investigation being conducted by the Everett Police Department, said Sheriff’s Office spokeswoman Sheri Ireton.

Carmela A. Panico, 51, of Snohomish, who owns the Java Juggs in Edmonds, was linked to seven coffee stands that were raided by police June 25, including the Edmonds stand. She was arrested for conspiracy to promote prostitution and booked into Snohomish County Jail.

Everett police, assisted by officers from Edmonds, Kent and several other law enforcement entities, served search warrants on eight locations and made eight arrests: in addition to the Edmonds stand, the others were located in Everett, Kent and unincorporated Snohomish County, said Officer Aaron Snell, Everett police spokesman. The arrests came after Everett police, in conjunction with the Kent Police Department, the Federal Bureau of Investigation and several other law enforcement entities concluded an extensive criminal investigation and developed evidence that several latte stands were being used to promote prostitution and lewd conduct. Seven of the locations were latte stands and one was a residence.
