The Edmonds City Council at its Tuesday study session will discuss the merits of expanding the city’s partnership with the YMCA to oversee operations of Yost Pool during the 2015 swim season.
City staff is recommending that the YMCA of Greater Seattle — which last year took over hiring, training and supervision of Yost Pool lifeguards, swim instructors and swim coaches — this year also be responsible for the following:
– Cash handling, registration and revenue collection for all programming.
– Hiring, training and supervision the office staff.
– Day-to-day maintenance of the pool and pool chemicals, including testing daily chemistry and adding chlorine and other chemicals as needed to maintain a safe swimming environment.
– Using a janitorial service to clean the locker rooms and office.
In addition, under the proposed agreement the YMCA would pay the City of Edmonds $40,000 for use of the pool space. The city would continue to manage and collect the revenue from the advertising banner program, and would supply chemicals and pay utilities.
If the council agrees to continue the partnership, an agreement will be placed on the Feb. 17 council consent agenda.
The council will also discuss:
– the Edmonds Downtown Business Improvement District assessment rate structure.
– a proposal to name Fire Station No. 16 in honor of the late Betty Mueller, a community organizer who founded the Edmonds Public Safety Foundation, among many other contributions. Staff recommends that the council move this agenda item forward to its next meeting “for public comment, consideration and action as appropriate.”
– an ordinance amending the 2015 Budget for Carryforward items, which was previously discussed and approved by Council during the 2014 budget year.
– the Draft Utilities Element for the city’s 2015 Comprehensive Plan Update
– renewal of the police uniform vendor contract
– presentation of an Interlocal Agreement with Mountlake Terrace for the 228th Street Southwest Corridor Improvement Project. This project will build the missing link of roadway on 228th Street from Highway 99 to 76th Avenue West and install two new traffic signals at the intersections of Highway 99 and 228th Street Southwest and 76th Avenue and 228th Street. The center median will be extended on a portion of Highway 99 to restrict left turns and improve safety. Sidewalk and bike lanes will be included along the new section of 228th Street. Staff recommends that this item be continued to the council’s next study session, Feb. 24, for additional discussion.
The council is scheduled to convene in executive session following the regular meeting regarding pending or potential litigation. The meeting will also begin with an executive session at 6:30 p.m. to discuss collective bargaining, with the study session starting at 7 p.m. in the Council Chambers, Public Safety Complex, 250 5th Ave. N.
