Westgate zoning changes back before city council during Tuesday’s study session

Proposed zoning changes aimed at providing more mixed-use development for the Westgate commercial area will be back in front of the Edmonds City Council, starting with discussion Tuesday’s (March 24) study session.

Since 2010, the City Council has had 15 public meetings– including twp public hearings — on planning and zoning for the Westgate area. The last time the council discussed the matter was Nov. 3, 2014, when a decision was made to table potential action pending completion of the State Route 104 traffic analysis. A report on that analysis was delivered to the council during its March 11 meeting.

Councilmembers Tuesday night will be presented with the same draft ordinance they reviewed Nov. 3, with the idea of identifying “what can be changed in the draft ordinance to reflect the recommendations from the SR 104 study,” the agenda said. No final decisions will be made at Tuesday night’s meeting; the draft ordinance is scheduled to come back to the council April 7 for potential action.

Also on the council agenda:

– Interview and possible confirmation of candidate Matt Cheung as alternate to the Edmonds Planning Board, replacing Michael Nelson, who was appointed to fill the seat vacated by Strom Peterson. (Cheung’s interview will take place at 6:45 p.m., prior to the start of the 7 p.m. regular meeting, and is open to the public.)

– Presentation of the Citizens Economic Development Commission’s 2014 Annual Report by current Commission Chair Michael Schindler.

– Presentation of a Professional Services Agreement with KPG for the City-wide Bicycle Improvements Project (funded through a grant from the Verdant Health Commission), with a recommendation to forward this item to the consent agenda for approval at the April 7 council meeting.

– Presentation of a Local Agency Agreement for Construction Management Services for the 228th Corridor Project and the Highway 99 Phase 3 Lighting Improvements, with forwarding to April 7 consent agenda.

– Presentation of final contract costs of the Annual Sewer Replacement Project – Phase 1, also with forwarding to April 7 consent agenda.

– Continued discussion on the Draft Culture & Urban Design Element of the City’s Comprehensive Plan Update.

Following the regular meeting, the council is scheduled to convene in executive session regarding pending or potential litigation.
