Edmonds City Council agenda: Diversity Commission, historic home designation, Woodway field recommendation

Racism and diversity will be topics of conversation at Tuesday night’s Edmonds City Council meeting, along with transportation service standards, the annual report from Edmonds Municipal Court, and the streetscape/street tree elements of the city’s draft Comprehensive Plan.

The council is also scheduled to perform an hour-long closed record review of the Edmonds Hearing Examiner’s recommendation on proposed field improvements that have generated some controversy at the former Woodway High School.

Here are the highlights of the evening:

– The council is set to approve as part of the consent agenda an ordinance to form an Edmonds Diversity Commission, following a recommendation at last week’s study session. Still in question is how to acquire staff support for the commission. According to the agenda, city staff will work with Councilmembers Diana Buckshnis and Lora Petso to research the issue and bring back a recommendation. The Diversity Commission will not begin until staff support is in place, the agenda notes.

– The council will also hear Mayor Dave Earling issue proclamation supporting “Stand Against Racism Day” April 24. According to the council agenda, the campaign “is designed to build community among those who work for racial justice and to raise awareness about the negative impact of institutional and structural racism.”

– A public hearing is scheduled on an ordinance designating the Profitt/Astell House, located at 825 Main St., for inclusion on the Edmonds Register of Historic Places.

– City staff have recommended that the council follow City Hearing Examiner Phil Olbrechts’ recommendation to approve bleachers and ball control fencing for the site as part of an Edmonds School District request for playfield improvements at the former Woodway High School site at 23200 100th Ave West. Olbrechts had also recommended that the council deny the district’s request to install light poles for nighttime use of the fields, due to the possibility it will increase traffic in the area. The agenda notes that the school district on April 15 submitted a letter withdrawing the land use applications that focused on the playfield lighting component of the project. Since funding is not currently available for the lighting portion of the project, “it is not worth pursuing at this time,” the district said, adding that it may revisit the issue at a later date.

The meeting will begin at 6:45 p.m. with an executive session on pending or potential litigation, followed by the regular business meeting. The council chambers are located in the Public Safety Complex, 250 5th Ave. N. You can see the complete agenda here.
