Bill, possibly doing some nest repair.
I thought of that, but I have never heard of eagles using mud or dirt to make nests.
I saw one with a load of straw and mud working on it’s nest up by Samish Island. It flew down to a muddy field and would grab two claws full and fly up to the nest.
