The Edmonds City Council will have a lot on its plate during the Tuesday, Dec. 11 business meeting, including the proposed 2019 city budget, a resolution amending the housing strategy of the city’s comprehensive plan, and selection of its 2019 council president and president pro tem.
The council is also scheduled to hear from the Edmonds Downtown Alliance (ED!) regarding its 2019 work plan and budget and consider approval of the city’s 2019-2024 Capital Facilities Plan/Capital Improvement Program.
Regarding consideration of an amendment to the city’s Comprehensive Plan Housing Element — proposed in response to recent citizen concerns about the city’s draft housing strategy — the council will consider whether to place on the city’s Comprehensive Plan docket for discussion next year two possible amendments for consideration: Remove the language regarding creation of a draft housing strategy altogether from the Comprehensive Plan, or extend the 2019 deadline to complete the housing strategy “to a subsequent year agreed upon by the council.”

In addition, two of the council’s committees — Finance, and Public Safety, Personnel and Planning — will meet prior to the regular meeting, at 6 p.m., followed by an executive session at 6:35 p.m. to discuss real estate acquisition.
The Finance Committee will review the city’s small and attractive assets policy, defined as assets “that are particularly at risk or vulnerable to loss and cost less than the capitalization threshold of $5,000 and have a life expectancy of more than one year.” It will also review the city’s revised capital assets policy, which covers those assets having a higher value and include land and land. improvements, buildings and vehicles.
The Public Safety, Personnel and Planning Committee will discuss a recently completed compensation study for non-represented employees, which includes recommendations for pay increases for several management positions.
