Council hearings on residential parking requirements, small cell facilities at Feb. 5 meeting

Public hearings on a proposed city code amendment to set minimum residential parking standards for small-footprint buildings and on the integration of small cell standards into the city’s wireless code are among the items on a full Edmonds City Council agenda Tuesday night.

The council is also set to approve the design development for the Waterfront Center, which is proposed to take the place of the existing Edmonds Senior Center. And it will consider a proposal to extend for a fourth time its moratorium — originally passed in 2015 — to ban crumb rubber on publicly-owned playfields located in the city. Other items on the council agenda include:

– The 2018 Public Defender’s Office annual report.

– Shoreline Master Program periodic review.

– An ordinance vacating a portion of Excelsior Place Street.

– Renewal of two City Council employee contracts

The Edmonds Planning Board has proposed amending minimum residential parking standard codes for buildings of 4,800 square feet or less located in BD-zoned properties downtown. These small-footprint buildings have previously not had any parking required. The amendments were drafted after the city discovered that a nine-unit apartment complex was being built on Edmonds Street without any on-site vehicle parking.

The meeting will begin at 7 p.m. in the Council Chambers, Public Safety Complex, 250 5th Ave. N. It will be proceeded at 6:45 p.m. by an executive session on pending or potential litigation. You can see the complete business meeting agenda here.
